This form can be used to apply for approval of projects or activities under the Minnesota Wetland Conservation Act (WCA) and Section 404 of the Clean Water Act as administered by the St. Paul Corps District. Projects impacting DNR Protected Waters (most lakes, streams and large, deeper water wetlands of a certain size) must use the Minnesota DNR's Permitting and Reporting (MPARS) to apply for a DNR permit rather than this form. If you are unsure if your project/activity will impact a DNR Protected Water, go to the MPARS page and use the mapping feature in the permit application program to determine if DNR Protected Waters are present in the area of your project/activity. Otherwise, you can contact the WCA Local Government Unit (LGU) from the LGU list on the BWSR website and they can help you with this determination and the application process. Note that some LGUs have their own application form and local requirements. BWSR strongly recommends that applicants contact the LGU for a pre-application review or assessment.
